TikTok will get 150 megawatts of capacity from a new data center site in Finland, according to an economic analysis, amid a wave of digital infrastructure deals in the country led by AI hyperscalers and neoclouds.
The detail about capacity was in an economic impact report about the new development in Kouvola, Finland, commissioned by TikTok and Hyperco, which is building the facility, and published last week.
The move is part of Project Clover, TikTok's 12 billion euro project to strengthen data security in the European Union for its users. TikTok is owned by Beijing-headquartered tech giant ByteDance.

Construction began for the first phase of the project, which would provide 50 megawatts of capacity, in September 2025 and is due to be completed in 2027, the report said. Phase two will provide an additional 100 megawatts, according to the report.
A TikTok spokesperson told CNBC it will only become a tenant of the facility once it became available for use. "Once up and running, the data center is intended to form part of Project Clover," they added. Hyperco has been approached for comment.
While hyperscalers, neoclouds and AI labs have been racing to secure digital infrastructure to power AI workloads in the Nordics, looking to capitalize on available land and power, TikTok is expanding there as part of efforts to strengthen protections for European user data.

TikTok announced last year it would invest 1 billion euros in its Kouvola data center, though it gave no details about its capacity at the time. The company said in April that it would invest an additional 1 billion euros in another data center in Lahti, Finland, also as part of Project Clover.
Finland has emerged as a key location for data centers amid the AI boom, with hyperscalers and developers eyeing its available land and power, which is in short supply throughout most of Europe.
In recent months, data center projects with potential capacities of several hundred megawatts have been announced in the country.
